SO MANY issues, so little time

At work many people want solutions to their problems and want action on their projects. It is all I can do to get anything done, between the phone calls and emails. Right now there is a disagreement between our department and engineering on what should be required in a specific traffic study; there are questions about height calculations and additional changes for a large house on the bluff, under construction; there are issues to resolve before a final map can go to the council, and that's requiring that I have conversations with a diverse bunch of people, including disability advocates and the bus company...and on and on. It's hard settling down and getting anything done at all.
