It looks like my cable issues are finally solved. The cable guy came out. The main thing he found was that our outside connections were loose and there was a splitter on there that wasn't needed, further diluting the signal. He replaced my brand-new inside splitter with one that is dedicated to cable and internet, not general - purpose, like I had. Then he checked the modem, reinitiated, had the cable company check whether it had been "moved over" to a new system (it had), rebooted, checked signals. He said the signals are now where they should be - where they should have been for months when I have suffered with lost signals, slow performance...ah well, better late.
